Water powered Christmas lights

I have an idea but little practical knowledge. Does any one know if there would be a way of harnessing the power of the River Cocker to help supply some of Cockermouths Christmas lights? I have heard that other towns have looked in to this but don't know where to start myself.

Don't want to sound negative
Don't want to sound negative but with my experience of working on a site adjacent to this river I would say there is no chance either the Environment Agency or English Nature would let anything be placed in or near the river that altered the flow, even in the smallest way. Not saying it's impossible but it is a very big hurdle to jump. The EA will be concerned about potential hindrance of flow and therefore increased flood risk, EN will be concerned about the disruption of the habitat of the river during construction and use. Each agency has its own needs and views and it's not unusual for them to contradict each other.
The bridge, however is a very good idea and one I have been promoting (on and off) for a few years. I do think it needs to be a signature piece of engineering/architecture. Probable budget needed would be around £1/1.5 million - lots of money but the design and logistics are not easy as no structure can stand in the river (even temporarily).

sounds like when the time comes to move this idea forward or develop it you would be interested? I have developed a very brief concept paper. This takes into account public realm stuff i.e. beautiful bridges - well cockermouth deserves something beautiful as you say. looking in the first instance at a engineered arch bridge. perhaps the bridge could help with monitoring systems for flooding - even flood defence - same for environmental monitoring - perhaps linked to eco centre? I am full of ideas! I have spoken with planning and so have an idea of the agency issues and I am waiting a response from allerdale to see if this idea has already been embargoed in previous consultation.
Meanwhile there is an interesting site about a proposed bridge across Morecambe bay using photovotive lighting this is not going ahead yet. cumbria county council have supported the building of a bridge (footbridge) at Skelwith which is now built.under "miles without stiles"

Im not able to add any technical knowledge to this, but I am just starting to do a little bit of steady research re building a footbridge over the Derwent at the point of the confluenece. this has been an idea for sometime but Ive now got time to look into it. part of my planned research/ aims much further on, once I know it would be possible in terms of owership, planning etc are such thoughts as yours using technology to harness the water power for riverlighting along the walk and bridge. Any info or interest in this project, please get back to me.
